The Road Traffic Act will be revised from November 1, 2024, and the following dangerous acts while riding a bicycle will be subject to stricter penalties.

[Acts that will be punished severely]
1) Using a smartphone while riding a bicycle (distracted driving)
The violator is
- Imprisonment for up to six months or a fine of up to 100,000 yen
If a traffic hazard is caused
- Imprisonment for up to one year or a fine of up to 300,000 yen


② Driving under the influence of alcohol while riding a bicycle or aiding or abetting such driving
The violator is
- Imprisonment for up to three years or a fine of up to 500,000 yen
The bicycle provider
- Imprisonment for up to three years or a fine of up to 500,000 yen
Alcohol providers and passengers
- Imprisonment for up to two years or a fine of up to 300,000 yen
